Obama authorizes sanctions on those disrupting transition in Yemen
WASHINGTON, May 16 (Xinhua) -- U.S. President Barack Obama on Wednesday authorized sanctions on individuals and entities in Yemen who are disrupting the political transition in the country.
The president signed an executive order targeting "certain members of the government of Yemen and others," saying their actions and policies threaten Yemen's "peace, security and stability," including by obstructing the implementation of the power transfer agreement signed on Nov. 23, 2011.
The deal, brokered by the regional Gulf Cooperation Council and supported by Washington, saw the peaceful transfer of power by then Yemeni President Ali Abdullah Saleh to his deputy Abd-Rabbu Mansour Hadi, ending 11-month mass protests against his rule.
Hadi took office in February as the new president, pledging to carry out reforms during his two-year transitional term, launch a national dialogue with all political factions, and combat a resurgent al-Qaida off-shoot, a top concern of the Obama administration.
Obama said the actions of those in Yemen constitute "an unusual and extraordinary" threat to the national security and foreign policy of the United States, entailing sanctions by his administration including assets freezing.
"The president took this step because he believes that the legitimate aspirations of the Yemeni people, along with the urgent humanitarian and security challenges, cannot be addressed if political progress stalls," White House spokesman Jay Carney said.
"The United States strongly supports Yemen's political transition and will continue to work with our international partners, including the Gulf Cooperation Council, to help Yemen chart a more secure, democratic and prosperous path forward," Carney said in a statement.
Recently, U.S. drones have carried out more strikes in Yemen, particularly in the southern regions seized by al-Qaida forces. The group has tried to tighten its grip by exploiting the unrest and security disorders in Yemen.

奥巴马在总统令中说，也门政府某些成员以及其他个人和实体采取包括阻挠实施也门政府和反对派去年１１月２３日签署的协议在内的行动和政策，威胁也门的“和平、安全和稳定”，也对美国国家安全和外交政策构成“独特和非同寻常的威胁”。
奥巴马下令采取的制裁举措包括冻结资产和禁止美国公民与遭制裁者进行交易。
白宫发言人杰伊·卡尼随后发表声明说，奥巴马之所以授权采取制裁措施，是因为他认定一旦政治进程停滞不前，也门民众的合法诉求以及这个国家面临的紧急人道主义和安全挑战将难以应对。
根据去年11月２３日签署的协议，时任也门总统萨利赫把权力移交给副总统哈迪。哈迪今年２月就任总统，承诺在两年过渡期内推行改革，与国内各政治派别开展对话，同时打击“基地”组织阿拉伯半岛分支。
